Tribhuvan Sahkari University Summary
“Tribhuvan” Sahkari University (TSU) is an Institution of National Importance in Anand, Gujarat, created by Parliament in 2025 to strengthen professional education, research, training and capacity building for India’s cooperative sector. The university is built on the institutional foundation of the Institute of Rural Management Anand (IRMA), which was established in 1979 under the leadership of Verghese Kurien. IRMA emerged from the management challenges revealed by Operation Flood, the large dairy-development programme launched by the National Dairy Development Board in 1970. Kurien and his colleagues recognized that producer cooperatives and rural-development organizations required professionally trained managers who understood both modern management and the realities of rural communities. IRMA therefore developed a distinctive educational model combining classroom learning, fieldwork, village exposure, organizational study, research and engagement with cooperatives. In 2025, Parliament enacted Act No. 11 of 2025 establishing IRMA as “Tribhuvan” Sahkari University and giving the institution a broader statutory role in cooperative education across India. TSU’s mandate includes management and technical education, research, innovation, skill development, standardization and capacity building for cooperative organizations. Its governance framework includes a Governing Board, Executive Council, Academic and Research Council, Capacity Building Council, Assessment and Improvement Council, Research and Development Council, and a Board for Affiliation and Recognition. The university’s creation links the long-standing rural-management tradition of Anand with a national cooperative-sector mission. This continuity is important to its identity: TSU is not a new institution without antecedents, but a statutory transformation of IRMA’s decades of work in rural and cooperative management. Its academic direction is therefore anchored in cooperative leadership, sustainable enterprise, grassroots management, public policy, research and professional development for organizations serving rural and member-owned economies. The transformation also preserves Anand’s historical association with India’s cooperative movement, allowing the university to connect higher education with dairy, agriculture, rural enterprise and member-owned institutions that require professionally trained leadership.
