Odisha University of Technology and Research is a state technical university in Bhubaneswar created by upgrading the former College of Engineering and Technology, Bhubaneswar. The university’s institutional roots lie in the engineering college established in 1981, while its present statutory form comes from the Odisha University of Technology and Research Act, 2021. The Government of Odisha brought the university into operation with effect from 8 October 2021, transforming the earlier college into a non-affiliating university focused on engineering, technology, sciences, humanities, social sciences, management and advanced research. OUTR is located at the Techno Campus in Kalinga Nagar, Bhubaneswar, on a campus of about one hundred acres. The university builds on the academic traditions of CET Bhubaneswar while gaining the autonomy to design programmes, develop research centres, create interdisciplinary academic structures and expand doctoral work under its own university governance. Engineering and technology remain central to its identity, but the statutory mandate is broader and supports learning and research across scientific, managerial and social dimensions of technological development. The campus provides academic departments, laboratories, hostels, digital connectivity and student-support infrastructure, and the university website identifies Centres of Excellence and a dedicated research framework as major parts of its development agenda. The First Statutes, 2022 were subsequently notified by the state government in February 2023, providing operational rules for governance and administration under the 2021 Act. OUTR’s transition is significant because it converts a long-standing government engineering institution into a university capable of independently shaping curricula, research strategy and academic partnerships. This model enables continuity with the earlier college while creating space for broader innovation, interdisciplinary work and postgraduate expansion. Today, the institution presents itself as a technical university dedicated to engineering excellence, research and innovation for national development, with the Bhubaneswar technology ecosystem providing additional opportunities for industry interaction, entrepreneurship, public-sector collaboration and applied research.
