ODISHA UNIVERSITY OF HEALTH SCIENCES Summary
Odisha University of Health Sciences is a state health-sciences university headquartered in Bhubaneswar and created to provide a common academic and affiliating framework for medical and allied-health education across Odisha. The Odisha University of Health Sciences Act was enacted in 2021 and came into force on 15 August 2022 through a Government of Odisha Health and Family Welfare Department notification issued the previous day. The university was conceived to improve uniformity, academic standards, curriculum development and research across a large and diverse health-education system. Its affiliating mandate extends across more than two hundred medical and paramedical institutions in the state. The statutory scope is deliberately broad. It covers modern medicine, homoeopathy, Ayurveda, dental education, mental health, pharmacy, nursing, laboratory and radiation technology, physiotherapy and other medical or paramedical disciplines that may be brought within the university system. OUHS is expected to regulate academic standards in affiliated institutions, design and revise programmes in response to advances in health sciences, promote medical and allied research, and act as a platform for collaboration among different systems of medicine. Another objective is to build national and international institutional linkages and encourage joint research across affiliated colleges. During the early implementation period in August 2022, a national-level think tank of academics, researchers and medical-education administrators prepared a perspective plan to guide functional development. The university’s First Statute was notified in 2023, providing a more detailed governance and administrative framework after the Act came into force. OUHS therefore differs from a single-campus medical university: its central role is system coordination across numerous professional colleges and health disciplines. By standardising affiliation, examinations, curricula, academic quality and research expectations, the university is intended to create a more coherent statewide health-sciences education structure while also supporting innovation, interdisciplinary learning and stronger collaboration among Odisha’s medical, nursing, pharmacy and allied-health institutions.
