Ch. Devi Lal University, Sirsa Summary
Chaudhary Devi Lal University (CDLU) is a state public university in Sirsa, Haryana, established through Haryana State Legislature Act No. 9 of 2003. Its immediate institutional predecessor was the Chaudhary Devi Lal Post Graduate Regional Centre of Kurukshetra University, which was established at Sirsa in 2000. In April 2003 the regional centre was converted into a full-fledged university, creating an independent public institution for higher education in western Haryana. The university is named after Chaudhary Devi Lal, former Deputy Prime Minister of India and former Chief Minister of Haryana. CDLU is recognized by the University Grants Commission and became eligible for central assistance under Section 12(B) of the UGC Act in 2009. Its academic structure includes departments and programmes in humanities, social sciences, commerce, management, sciences, education, law, computer applications, physical education and other fields. The university functions as both a teaching institution and an academic authority for affiliated colleges within its jurisdiction. Its Sirsa campus includes teaching blocks, administrative facilities, a central library, hostels, residential buildings, sports infrastructure and utilities developed after university status was granted. The institution has expanded its academic model to include postgraduate, undergraduate, research and professional education. A University School for Graduate Studies was established in 2021 in the Dr. A. P. J. Abdul Kalam Bhawan to support undergraduate and multidisciplinary programmes aligned with newer higher-education structures. Research degrees, departmental seminars and academic committees complement regular teaching. The university’s regional importance comes from providing university-level education in a part of Haryana distant from the state’s older university centres. CDLU’s evolution from a Kurukshetra University regional centre to an autonomous university also demonstrates a deliberate decentralization of public higher education, giving Sirsa its own teaching, research, examination and affiliation institution. This evolution retained the regional centre’s academic base while creating independent university governance and degree-awarding authority in Sirsa.
