Captain Williamson Sangma State University Summary
Captain Williamson Sangma State University is Meghalaya’s state university based at Balalgre near Tura in the Garo Hills. Its legal origin lies in the Captain Williamson Sangma Technical University Act, 2011, which created a technical university for the state. The institutional mandate was later broadened so the university could serve a wider range of disciplines and affiliate both technical and non-technical colleges. The 2023 amendment changed the name to Captain Williamson Sangma State University and repositioned the institution as a comprehensive state university. Further amendments in 2024 revised governance provisions, including the composition of statutory bodies and the process connected with the Vice-Chancellor. During 2024 the Government of Meghalaya constituted the Board of Management and Board of Governors, while the University Grants Commission granted recognition under Section 2(f) of the UGC Act in December that year. The permanent campus at Balalgre in South West Garo Hills was formally inaugurated on 13 January 2025. The university is named after Captain Williamson A. Sangma, the first Chief Minister of Meghalaya and a major political figure of the Garo community. Its academic structure includes schools in Humanities and Social Sciences, Physical and Life Sciences, and Commerce and Management, reflecting the shift from the original technical-university concept to a multidisciplinary model. The university is designed to expand public higher education access in Meghalaya, especially in the Garo Hills, while also taking on affiliation responsibilities previously concentrated elsewhere. Its establishment is therefore important not only as a new campus but as a structural change in the state’s higher-education system. By combining university departments, affiliated colleges and a regional public mandate, Captain Williamson Sangma State University is positioned to develop teaching, research and locally relevant academic programmes within Meghalaya’s own state-university framework. The Balalgre campus gives the university a permanent public higher-education base in western Meghalaya.
