India International University of Legal Education and Research, commonly known as IIULER, is a specialized law university in Goa created by the Bar Council of India Trust. Its legal foundation is the India International University of Legal Education and Research of the Bar Council of India Trust at Goa Act, 2021. The Act was enacted to establish an international-level institution focused on legal education, research, professional development and continuing legal education. A Government of Goa notification later appointed 15 September 2022 as the date from which the university was established, incorporated and began functioning. IIULER is designed around a close connection between legal education and legal practice. Its academic vision emphasizes clinical learning, research, advocacy, mooting, litigation skills, mediation, arbitration and engagement with the Bar and the Bench. The founding framework also supports undergraduate, postgraduate and research-level legal education, scholarships and professional-development programmes for the legal community. The university represents a new institutional initiative of the Bar Council of India Trust, whose earlier legal-education work included support for National Law School development. Goa's legislation gives the university a distinct statutory identity rather than placing it under the general private-university framework. The Act also provides for governance through bodies such as a General Council, Executive Council and Academic Council. As a young specialist university, IIULER's history is therefore centered on its enabling legislation, statutory commencement and development of a practice-connected legal academic ecosystem in Goa. The founding Act reserves a defined role for legal education, research and professional continuing education. Its specialist design differentiates it from broad multidisciplinary private universities. The Government of Goa appointed 15 September 2022 as the university's establishment and functioning date. 2020 — The Bar Council of India Trust's project for an international legal-education university in Goa moved into a formal institutional framework.
