NTA Enlists 5,000 Experts for Secure Question Bank and Paper-Leak Prevention
The National Testing Agency (NTA) is expanding its subject-expert pool and developing a larger question bank as part of efforts to strengthen examination security. A report dated November 3, 2026, put the empanelled pool at more than 5,000 experts, including subject specialists, educators, researchers, translators and moderators.
The aim of a large question bank is to reduce reliance on a small group of question setters and make it harder for anyone involved in preparation or translation to anticipate the final paper. NTA’s public notices confirm that it has invited expressions of interest from subject matter experts and translation reviewers. The notices explain the empanelment process; the reported figure of 5,000 should be treated as a reported update unless NTA publishes a formal count.
How the question-bank approach is intended to work
Instead of asking one small team to prepare an entire examination paper, a question bank can provide a wider pool from which questions are selected and assembled. The Parliamentary Standing Committee on Education has also recommended that NTA build a large, diverse and continuously updated question bank, with final papers prepared close to the examination and vetted by experts.
In the reported approach, experts may contribute to question writing, translation, moderation, answer-key verification, curriculum mapping and other assessment work. A larger pool can help distribute assignments and limit how much any one person knows about the final paper. NTA’s official description of its test-development process also refers to independent review and checking questions before and after an examination.
Reported safeguards and what candidates should know
| Measure | Purpose |
|---|---|
| Wider expert panel | Broaden the pool of people available for question and assessment work |
| Question bank | Provide a larger pool for building examination papers |
| Multiple review stages | Check questions, translations and answer keys for errors |
| Confidentiality requirements | Restrict disclosure of material and assignment details |
These steps are intended to reduce risks; they cannot by themselves guarantee that a paper leak will never occur. Security also depends on access controls, monitoring, technology, logistics and prompt investigation of suspected breaches. Candidates should rely on official NTA updates, avoid paying for alleged leaked papers, and report suspicious claims through appropriate official channels.
