Foreign Universities in India: 6 Things Students Should Expect
A foreign university campus in India can offer an international qualification without requiring students to move abroad. But the phrase “foreign university in India” does not automatically mean a campus is approved to admit students. Before applying, check the institution’s status, the exact programme and the rules that apply to its Indian campus.
The University Grants Commission (UGC) Regulations, 2023 set the framework for foreign higher education institutions opening campuses in India. UGC’s August 2026 update said it had issued 16 Letters of Intent to 15 institutions. A Letter of Intent is an in-principle step; it is not, by itself, permission to begin College Admissions.
Six Things Students Should Expect
| What to expect | What it means for applicants |
|---|---|
| 1. Eligibility and approval checks | Institutions must meet UGC eligibility conditions—such as qualifying in global rankings or having outstanding expertise—and receive approval. Check whether the specific campus has permission to operate. |
| 2. Academic standards linked to the home campus | The Indian campus must provide education at a standard comparable to the institution’s campus in its home country. |
| 3. Institution-set College Admissions and fees | The foreign institution can set its admission process and fee structure. Read the current programme notice and ask about the full cost, payment schedule, refund rules and any scholarship before accepting an offer. |
| 4. A qualification awarded by the foreign institution | Under the regulations, the qualification is awarded in the name and under the seal of the foreign institution. UGC says approved-campus qualifications are equivalent to corresponding Indian higher-education qualifications for applicable purposes. |
| 5. Primarily on-campus study | Programmes under these rules cannot be offered fully online or through open and distance learning. Online lectures may not exceed 10% of programme requirements. |
| 6. Student protections and complaint channels | The campus must have a grievance mechanism. Students may appeal to UGC if the institution does not resolve a grievance. If a programme is disrupted or a campus closes, the institution must provide alternative arrangements for affected students. |
Important Dates and Policy Milestones
- November 7, 2023: UGC notified the regulations for foreign higher education campuses in India.
- December 16, 2025: The government constituted a facilitation committee to assist institutions after UGC issues a Letter of Intent.
- August 3, 2026: The Ministry of Education reported that UGC had issued 16 Letters of Intent to 15 institutions.
- Application dates: Each institution and programme sets its own schedule. Confirm dates directly with the approved campus; there is no single national application deadline.
Before Paying an Application or Seat Fee
Check the UGC foreign-institution portal for the campus’s approval and operating status. Confirm that the particular programme is approved, identify the degree-awarding institution, and get the fee schedule, refund policy, scholarship conditions and grievance contact in writing. Do not treat a proposed campus or a Letter of Intent as confirmation that College Admissions have opened.
