Khalsa University Summary
Khalsa University is a private university in Amritsar, Punjab, established under the Khalsa University Act, 2016 and sponsored by Khalsa College Charitable Society. The university draws on one of Punjab's best-known educational legacies: the sponsoring society traces its origins to the Singh Sabha movement and was established in 1892. The society later developed a large network of educational institutions centered on the historic Khalsa College campus and proposed a university to extend that tradition into a multidisciplinary higher-education framework. The Punjab Legislature passed the university legislation in 2016, and UGC records 17 November 2016 as the establishment or gazette-notification date. The institution's legal history then became unusual. The state legislature repealed the Khalsa University Act in 2017, interrupting implementation. The repeal was challenged, and in 2024 the Supreme Court struck down the repeal law as unconstitutional. The Punjab government subsequently notified revival of the 2016 Act in June 2025, restoring the university's statutory framework. Following revival, Khalsa University was again listed within the UGC framework for state private universities. Its stated mission emphasizes educational, professional, social, linguistic and cultural development and draws on the sponsoring society's long record of operating colleges and other institutions in Amritsar. The university's profile is therefore defined both by its historic educational foundation and by a distinctive statutory journey involving establishment, repeal, judicial review and revival. This makes its institutional history materially different from a conventional private-university launch. The sponsoring society's 1892 origins give the university a historical foundation extending well beyond the 2016 Act. The revived university framework reconnects a modern multidisciplinary institution with the Khalsa College educational tradition. The 2016 Act provided for instruction, research and training across professional, technical and general higher education. 2010s — The sponsoring society advanced a proposal for a self-financing multidisciplinary university in Punjab.
