NMC Clarifies Georgia Medical Licensing Rule: What Students Must Check Before FMGE
Completing a medical degree in Georgia does not, by itself, establish compliance with India’s foreign medical graduate licensing requirements. The National Medical Commission has clarified that the right to practice in the country awarding the degree must meet the standard prescribed under the Foreign Medical Graduate Licentiate Regulations, 2021.
The clarification addresses an important question for Indian students: does permission to work as a junior doctor satisfy the licensing requirement? The answer depends on the legal scope of that status, including whether it permits practice at the required level.
What Has NMC Clarified?
The clarification followed a grievance seeking guidance on a six-year medical program in Georgia and eligibility for the Foreign Medical Graduate Examination. NMC referred to Regulation 4(b), which requires registration with the competent authority in the degree-awarding country and a license equivalent to that available to its citizens.
If independent practice requires additional postgraduate certification, junior doctor status alone would not satisfy that condition. The applicable Georgian law and licensing requirements determine whether a particular status meets the standard.
Degree, Junior Doctor Status and License: Key Differences
| Qualification or status | What students should establish |
|---|---|
| Medical degree | The academic qualification awarded and its professional progression route. |
| Junior doctor status | The activities legally permitted and any supervision restrictions. |
| Practice license | The issuing authority and whether it meets the required licensing standard. |
| Indian registration pathway | The examination, training and documentation requirements applicable to the candidate. |
Questions to Ask Before Choosing a Medical College
Students comparing overseas medical programs should request a written explanation of the complete route from admission to professional licensing. A useful checklist includes:
- What qualification is awarded after completing the program?
- What professional activities can a graduate legally perform?
- Does independent practice require another examination or qualification?
- Are language requirements attached to licensing or further training?
- What additional time and expenses should the family budget for?
- Which authority can confirm the licensing position in writing?
Ask for the relevant regulatory provisions alongside university explanations. Keep dated copies of replies so that important decisions are supported by documents rather than verbal assurances.
What Should Students Already Enrolled Do?
Begin by documenting your admission date, program structure, completed training and expected qualification. Ask the university to explain your remaining academic and licensing steps separately. This makes it easier to identify whether further study, assessment or documentation may be necessary.
When seeking clarification, describe your individual circumstances precisely. Questions about the rules applying to a particular admission cohort should be addressed explicitly rather than answered through a general statement about the country.
Plan the Full Journey to Medical Registration
The practical priority is to understand the entire professional pathway before making further commitments. Build a timeline covering graduation, any additional licensing requirements, the applicable Indian examination process and registration formalities.
Academic completion and permission to practice must both be checked. Written confirmation of each stage can help students make better-informed decisions about their training, finances and future medical careers.
