India–Russia Employment Agreement Opens New Discussion on Work Opportunities for Indians
Russia has ratified an agreement with India on temporary work by each country’s citizens in the other. Signed in December 2025, the pact sets a framework for labour mobility and worker protections. Its ratification is a policy milestone, but it does not itself announce jobs or mean the agreement is already in force.
Russian President Vladimir Putin signed the ratification law on October 12, 2026. The agreement concerns temporary employment in both directions: Indian citizens working in Russia and Russian citizens working in India. India’s Parliament was informed that the framework covers recruitment and mobility for workers with work permits, as well as part-time work by students on student visas.
What the agreement covers
The agreement provides a government-to-government framework for temporary labour activity under the receiving country’s laws. It addresses worker protections including remuneration, social security and compensation in cases of employment termination, as provided for under local law. The treaty text also links employment to a work permit and the authorised job function.
These provisions are relevant to people considering overseas work because they place recruitment and employment within formal rules. They do not guarantee a job, establish a fixed number of positions, name specific employers or create a general visa that allows anyone to work in Russia. Prospective workers will still need to meet the applicable requirements and secure a genuine employment arrangement through authorised processes.
Is the agreement in force yet?
Ratification by Russia is one step, but it should not be confused with the agreement becoming operational. The published treaty text says it enters into force after both governments complete their required domestic procedures and the final written notification is received. As of October 14, 2026, the sources reviewed confirmed Russia’s ratification but did not provide an effective date. Indian citizens should therefore wait for official implementation guidance before treating the pact as a new route to immediate employment.
The agreement may make it easier for both governments to manage temporary labour mobility through formal processes. The practical impact for Indian workers will depend on implementation details, including how recruitment is handled, what documents are required, and which job offers are available. Until those details are announced, claims of guaranteed openings or easy work permits should be treated cautiously.
